Basis for Development:
To provide educators with a resource for researching, implementing, and evaluating technology plans in their districts and schools.
Focus:
The evaluation of technology programs — their effectiveness in benefiting student learning and their impact on student achievement — presents a challenge to states, districts and schools who are required to document how funding and resources are being used. This guide is designed to provide educators who have little or no formal training in research and evaluation with a tool for analyzing technology initiatives.

The Guide is organized as a handbook with accompanying indexes containing additional resources, worksheets, and examples of technology surveys.
