Counts '98 approaches the issue of technology's
effectiveness from three directions:

First,
the report examines technology's impact
on test scores and school climate
through an analysis of how students
performed on the mathematics exam
from the 1996 National Assessment
of Educational Progress.

Next,
from the most recent national and
state-by-state data on technology
access, capacity, and use, the report
presents 10 case studies of schools
that are using technology to foster
goals of the education reform movement.
The case studies come from every part
of the country and include a range
of technologies, from computers to
video equipment to voice-messaging
systems.

The
third section of the report offers
nine policies that states should follow
to make the best use of education
technology, along with summaries of
the states' activities in each area.

Conclusions:

All
of the programs studied offer promising
examples of how technology can advance
the cause of reform.
